Dec 01 2007 - Leaders of the Nepali Congress (NC), CPN-UML, CPN-Maoist and Janamorcha Nepal today agreed to “review” previous agreements reached between the then seven-party alliance and

the Maoists. They also set the agenda for discussions but could not reach any final conclusion.
“We have agreed to make a thorough review of the previous agreements from the 12-point understanding to the latest ones and we have also set agenda of discussions,” said Maoist chairman Prachanda after the meeting held at the Ministry of Peace and Reconstruction.

Prachanda said the directive of the special session of the parliament, adjustment process of the People’s Liberation Army, full compliance with the comprehensive peace accord and restructuring the government were the main agenda for discussion. They are scheduled to hold another round of meeting tomorrow afternoon.
But the NC leaders did not come up with any stance on the issues of parliamentary directive on republic and electoral system, according to the Maoist leaders.
“The NC has not made its stance clear on the motions passed by the parliament,” senior Maoist leader, Mohan Baidya, who was also present at today’s meeting said. “They just listened to our views and did not say anything about the two issues”.

Baidya said they raised the issue of restructuring the government to make it “more effective”. “The government must be restructured because we are also an important political force. Till date, the interim government has been a NC monopoly,” he said. He, however, said that they had not raised the issue of finding an alternative to the government’s leadership.

NC general secretary and Minister for Peace and Reconstruction Ram Chandra Poudel said they were discussing how the CA polls co-uld be held within mid-April and how unity of the seven parties could be kept intact.

Asked about the NC’s stance on republic and electoral system, Poudel said, “Other parties have asked us to be clear on those issues. NC is ready for making a political commitment tothe issue of republic.” He, however, refused to elaborate on the proposals put forth by the Maoists and the UML on republic and election system.
Another Maoist leader Ram Bahadur Thapa aka Badal said agenda had been “opened” for the election system. UML leader Jhala Nath Khanal said that adjustment process of the PLA should be carried out soon.

Earlier, leaders of UML, Maoist and Janamorcha Nepal had a separate meeting with a view to evolving a common stance on republic and election system during the meeting with the NC.
